Cairns doesn’t work with compensation?

I’m not sure if it’s a bug or a feature, but on my current Tribe run I picked up the compensation card thinking that the Cairns count as “temporary” buildings. Alas I seem to get zero resources out of that card. Can you please explain what counts as temporary buildings and in what situations it does actually do anything? Is there any reason for any faction other than the North to choose this card?

If it helps, the piece will have the word Temporary on them if they trigger that. Grab a Merc and place it to see an example.
