What are the icons under cards when selecting new cards?

I'm in the tutorial but it doesn't seem to explain the icons under cards. They seem to be goals, but it's not clear to me what happens when you do the thing described.

For example, under "Ranger Base" there's an icon with tooltip "Merry Men" that says "Recruit 45 archers in a single round with Ranger Base". What happens when I do that?

That description lines up directly with the quest/achievement with the same name. So that means this is a reminder that the card is associated with a Progress-Tree quest.
