Star Chart wording missing/possible bug?

Hello! Loving this game after only two runs so far, but I have encountered a case of the Star Chart card not working as I would assume based on the wording

If I, for example, explore 30 squares and trigger my constellation, I regain 3 uses. If I use my constellation again before I explore more squares, I won't regain any charges. I would guess that I can only proc one charge regain per 10 squares explored, but I want to clarify in either case

I also had it count the Basilica as explored squares for the purposes of Star Chart, if I had explored that row. I assume this is intentional but just wanted to mention it in case it wasn't :D
