Rust - Consistent Lag/Freeze & Bootstrap Problem

Hello,

I recently purchased the game to play with some friends and have run into two problems.

1) Playing on the Newer Rust, my screen gets stuck showing Boostrapping and won't load.
2) When playing on the older version, I am constantly getting lag/freezing every 15-20 seconds for about 2-3 seconds at a time.

Anyone know anything about this? My computer is an i7, 8 gb ram, GTX750M
