All Mac stutters lags

When even using the higher end macbooks it looks like there are micro stutters

Like the following videos. The m1 and the m4 stutters in the exact same way

To Reproduce
Use macbook m1 on lowest graphics

Use macbook m4 on lowset graphics

No difference between how it lags on these machines.
Also no difference on how much it lags between high and potato with the stutter.

The stutter seems to be network related.

Expected behavior
Should be able to see a minor difference in how much stutter there is between these two chips and different graphics settings

All of these lag in the exact same way.
