P.S.: I have already changed enough servers - caught all the fish, swam on a kayak and nothing works.

I have changed several Facepunch servers - [EU EAST] Facepunch 1, [EU] Facepunch Small 5, EU Facepunch Small 2 and others.
Achievements are currently working on Facepunch EU 8, catching two fish gave me the Fisherman achievement. Kayak was more difficult, you had to restart Steam and Rust. And somewhere on the 4th attempt, he accomplished the achievement with a kayak.

Thank you for your input, i earned two achievement at US Softcore Facepunch 1. But the angler one was the one i couldnt get for some reason. I'll try the server you mention hopefully it works

It is necessary to complete the achievement, if it did not help, then reload Rust in Steam and try to complete again.

After changing many servers and catching all kinds of fish on each server, only on 4-5 servers out of 3 fish did I get an achievement.

That's why I say it again, you need to restart Steam and Rust after completing the task, if the achievement was not fulfilled. It's more of a synchronization issue with Steam and Rust servers.
