Open
Steam\steamapps\common\Rust\EasyAntiCheat
And use the Setup and it should have option to uninstall the EAC.
Locate the "EasyAntiCheat" folder and delete it completely if any leftovers are there.
Then verify your game files which should re-install EAC.
Option 2)
open cmd prompt with admin privilege/powershell with admin & paste:
Dism /online /cleanup-image /restorehealth
wait until it’s finished & then
Sfc /Scannow
Also make sure a 3rd party anti-virus is not blocking EAC, check for Windows and Driver Updates.
