Crafting quality tea not working on metal facemasks / chest plate???

I made 20 of each: jackets, roadsign kilts and metal facemasks. For the jackets and road sign kilts, I got 5 of them with 3 slots. EVERY SINGLE metal facemask was only one slot. I usually never craft metal facemasks / chest plates so it was a huge waste crafting a bunch of them to not get any with three slots... If anything, metal facemasks / chest plates should have a HIGHER chance of getting 3 slots since they cost so much to craft.

And PLEASE make the metal armor inserts stackable up to 20. They just take up too much space...

I just crafted 10 Metal Facemasks with the Quality Tea active. It's supposed to give at least one slot by default this way...but no. NONE of them gave me an armor slot. They must have nerfed something...
