This is my final reply as you are saying things I never said about myself, but realistically what happens to others.
That's how it should've been but the reality is that you need to tap slowly to remain accurate and therefore you will keep on spraying because that's the best way to deal the most damage per second. Waiting for the accuracy to recover is going to take too much time so you will end up in a spray and prayfest. Aimcones are relatively small after the first few shots, they need to get increased along with the recoil. Otherwise Helk could go back to the previous recoil system and alter the weapons themselves. He basically changed the whole system just because of the Assault Rifle. When you check some of Helk's clips you can clearly see that he isn't skilled. I mean it's kinda sad that he makes the game more random and inconsistent while Quake 3 Arena is one of his favourite games. It doesn't include any randomness to balance the game, yet it's still one of the most skill based shooter games ever.
While that's pretty much true, the current aimcones are relatively small so you have a rather high chance to hit let's say 6 out of 10 shots in two seconds instead of hitting 3 or 4 in two seconds. And Rust was a skill based game back in Legacy times.
