On the servers here, you can buy tugboats in exchange for scrap with the /vabuy command.

There is the Rafts Plugin, and I did see a buildable train on Cobalt Island servers. I rarely play modded, PVE, or RP, so I haven't really checked out all the plugins. For example, these guys[westcoastservers.ca] have the TugMe plugin[lone.design] (that has placement overide) and some sort of PVE Sea of Thieves type of modded gameplay.

Generally speaking, there are only a few tugboat plugins that are still under development or abandoned, but I wouldn't exactly call them buildable.
Tug boat buildable base plugin does not exist yet so you will have to settle with the regular one (look for less populated server or just steal somebody`s tug since on most servers they are in limited numbers).
