Are you on wifi or ethernet connection? You can have a good ping but it wont necessarily be stable and cause rubber banding.

Otherwise, if you have a good solid connection, the servers performance is the other side of it, and theres so many things going on there yet nothing you can really do about it.

Im on wifi. My internet has always been good enough so that I've never considered getting an ethernet

Try a different server (Facepunch Official rubberbands very bad for me)

Turn off the smart TVs in your home (yes this makes a huge difference for me)

appreciate that. Very odd and weird things to do to prevent rubber banding but i will keep that in mind

Ethernet is just a cord. Using wifi is not recommended for any type of serious internet use which Rust/going gaming absolutely is.

That's likely your issue.

Not sure your situation, but if youre younger and your parents have the router, you might consider seeing if you can put it in your room. The main issue is finding out if you have a coaxial cable connection point in your room which is a circle type jack that looks like those old cable TV hookups.

Getting an ethernet cord is super cheap, I have like 3 of them just in a pile of cords in my closet from previous things I bought over the years...

If you can get that, your speeds will probably jump up. Do a speed test every so often as well to test things out. Try it a few times a day, do it when youre waiting for Rust to load up, etc.

Just type "speed test" in Google and it should have a good built-in checker. Or you can use the old Ookla one which was around for many years before Google added their own. See if you get consistent speeds each time you try it, if not, its probably the ethernet vs wifi issue.
