most of blueprints servers are fair, all modded servers are pay to win because they need income to keep servers running. Sad truth to modded servers and really no way around it.

"Michigan Militia" is my lightly modded server that runs events and has a balanced feel to it including raidable base payout custom loot table. Come give it a shot what do you have to lose? It's completely funded and ran by me and i also have a vanilla server variant called "Noob Ridge" if modded isn't your thing. I'm aware that this post was made a couple years ago but hey I found it and got the info right?
