And no there's not report system (Well expect the report button in the profile) and FP don't take any reports.
And it looks like EAC is doing bans in waves like VAC does, so the cheaters may roam for a while before being banned.

and then they get another steam account. or just rejoin with their newly aquired steam ban and just keep cheating.

When VAC or EAC gets them and they get banned they cant just rejoin with the same Steam account unless they are joining non vac protected servers.
And for the privilage of joining VAC protected servers after a ban they have to purchase Rust each time.
Just for this reason I feel like Facepunch is not doing all they can to prevent cheating in their game. How much extra revenue do you think they make from idiots rebuying the game after they get their account banned? I wish a ban would just extend to the ip address of the user to curtail this type of behavior, but then FP would lose that extra revenue.
Maybe I am wrong and FP is doing all they can, I would hope that is the case.
It's the same with AV and anti spam programs, they're always working on a new way to bypass the system but your always playing catch up.
VAC seems to be doing a great job and even though I think the idea of cheats being able to re-buy the game is wrong it does put more revenue in to development and helps pay towards the constant battle against cheats. If you banned them by IP, they would just find a work around.
