Check the server's ip from console (f1) and write the IP:port somewhere and connect with client.connect IP:Port

No it doesn't. Although bugs do arise with it for people who have crappy and/or unstable internet or live in an island region. There's still people out there who think 100 mb/s is a good internet speed lul
Refresh a few times, that could also help.
I do have issues with it from time to time, it works overall and never really been unable to join a server because of it. If you are trying to search for a previous server, try going on Battlemetrics.com and typing in your user name there to track your server join/play history.
Lastly, the server itself might just be offline. Even the official servers go down sometimes for awhile for maintenance, ddos attacks or other issues.
