It’s random, but spending money in the in-game store increases your chances. Congrats on the drop that`s a rare one.

Oh okay. I just got back from a 2 year break and started playing with a friend. Im only at 34 hours and I didnt know how it works. But thats really nice haha

You'll stop getting drops as you rack up more hours... unless you spend in the store. I haven`t got a single drop in months. Either way, the good skins and sets that will give you an edge are all paid.
