Pings are fake
id say try different servers, there are a few good videos on you tube about graphics settings. with your set up id stick to high settings and then max from there, very high for me and its unplayable, dlss will tank your performance too.
adding to the server ping etc, i play on servers with a great ping but poorly ran, maybe join a low pop official and go from there
The game has NEVER run well at all on any computer I've owned, including my computer now which should effectively run any game at consistent 60. I have tried my graphics bottomed out, maxed out, and everything inbetween. I have tried multiple different servers with low and high pop, no mods and high mods, and it's always the same. 15-20 minute load times, 20-24gb+ RAM usage, stuttering and freezing, etc.
Rust remains the ONLY game this happens with on my entire library.
I load from fresh start up to being on a server in like 2-3 minutes.
Basically locked 144 fps at 4k with a 7800x3d and 5080, but even back when I had an i7-9700 with a 6950xt I still had much better performance and load times than what you are saying.
Sometimes corruption of config file can happen, just by moving it to other place and seeing what happens after game generates a new one may be helpful.
I suggest you edit the post and change the title, your issue is not due to "optimization" , it's due to your hardware and/or software. Rust is an open world game with player built bases and dozens of systems, if you bought your RAM sticks to look pretty and not be used then I suggest you return them. Open world games with devour your RAM, 22 gigs that Rust uses at the very most is pretty okay for what it does.
