what gpu would u recommend to run rust at low-medium frames that wouldnt break the bank
i currently have a rx 6400 and it cant run this game at the lowest settings, would a rx 6600 XT run rust at medium-ish graphics fine at 1080p 120 fps?

Depending on the rest of your system changing the GPU wont help that much. Rust is a resource heavy game. It need to fast CPU, SSD and ideally 32gigs of RAM. You can get away with 16gigs of RAM though. SO if your CPU is bad putting a RTX490 in your system wont help much other than letting you play at higher resolutions.

I have a ryzen 5 5500 and rust only uses like 40-60% of the cpu, I was just wondering if a RX 6600 XT would run rust atleast at medium ish settings at 70-120 fps

Technically the New INTEL ARC B580 would be superior to the 6600 XT.. and cheaper, considering you are trying for low settings at 1080p.

From what im seeing the intel arc b580 is around 380-400 while the RX 6600 XT is around 260

if you buy intel and get only the intel branded its cheaper but the other brand makers will be marked up by 50-100% for some reason, but if its easier for you to get a RX 6600 XT, go for it, however.. 8gb vs 12gb
your gpu is fine for this game but u need a cpu with alot of l3 cache
My going ( RX6400 ) isn’t fine, I struggle to run 75 fps on the lowest possible settings and rust only uses like 50% of my cpu

Yeah, but what are the rest of your system specs .. Do you have an NvMe SSD? 32Gb RAM? Is the rest of your system going to make use of a faster GPU? .. At your target price point, I'd look for an Nvidia RTX3060 12Gb card. There are still a few out there, and if your budget is real tight, you could get a used one.
Go ahead and buy a better gpu then if you dont believe me and see how much it helps

16 gb ddr4,
ADATA 1TB Legend 800 PCIe Gen4 x4 M.2 2280 SSD

Personally, i would upgrade to 32Gb RAM minimum first, you should see some improvement for a lot less money .. after the RAM, then you can upgrade the GPU if you still feel you need to.
