FPS Problem

I'm having a very odd problem with Rust since i got ny new grafic card. With an RTX 3070 & Ryzen 5 3600 & 16g Ram, no matter the graphics settings i only got 60-80fps even if i run the game in full low setting or everything maxed out. My GPU usage is around 20-30% and the CPU usage is about 40%.
Any idea to improve the framerate becouse i feel like i shoud got at least 144fps with this setup :D

You will never get 144 fps not even close to that. Rust is and always was a bad optimized game. You will get around 100 fps in clean areas of the map and maybe around 70/80 close to center/outpost/bandit, considering decent graphic settings. I my self with ryzen 5 5600 and rtx 3060 sometimes have drops under 60 fps, usually getting around 75~85.

A couple of years ago i used to get 60-80 fps, just upgrading my memory from 16 to 32gb increased my fps to 100.

Ram is big. Also, if you are on a super populated server, that can limit your performance as well.
