option #1
using the server web console or rusty app - login to your server. (the website you rented the server from likley has a web console setup already).
type in the command:
ownerid <steamid> "player name" "reason"
Example:
ownerid <76561198146634305> "imagine" "noreason"
Note: Remember to use "server.writecfg" after entering the above command!
Option #2
edit users.cfg.... it's the same command. ownerid <76561198146634305> "imagine" "noreason"
Source - Myself. i've ran a Rust server for a couple years. Legacy + Experimental.

If you did it correctly then your name will be in Green (By default) when you type in chat. if you type in chat and it's blue then you didn't do it correctly.
ownerid 76561198146634305 "Imagine" "noreason"
