Report a translation problem
The plugin is called R-Remover Tool (By:Reneb). In the plugin config you need to change these lines...
"Remove - Access - Use Building Owners"
"Remove - Access - Use RustIO & BuildingOwners (Building Owners needs to be true)"
"Remove - Access - Use ToolCupboards"
Change the Values of these lines to -
"Remove - Access - Use Building Owners": true,
"Remove - Access - Use RustIO & BuildingOwners (Building Owners needs to be true)": true,
"Remove - Access - Use ToolCupboards": false,
This will prevent people from removing other peoples bases / structures as they're not the "Building Owners" a.k.a. the person who placed them to begin with.
"Use RustIO" this setting will allow people who are "Friends" with shared locations using RustIO permission to remove eachothers stuff (Must have RustIO installed). < Helpful for friends who play together or for clans.

I am running into the same issue and have been researching a fix and have not been able to find any walk through. I have made the changes you have provided and everyone is still able to remove everything once they get cupboard access.
I am wanting to have it set so only the original owner and their friends can /remove not just anyone that gains access to the cupboard. Any additional thoughts tips? I have made the suggested changes to the config folder.
