I don't believe you can kill with them on. I might be wrong but I'm pretty sure that's the whole point of them. If you managed to then I'm pretty sure that's a bug. If you handcuffed someone else they might of starved to death or been bleeding ect.

Many people don't want to waste time being kept hostage by some redditor roleplayer.
believe me, there are better things to be done out there than handcuffing players, like pvp for example
