Are all your drivers up to date, I had an issue a while ago where RUST was trying to use my onboard graphics but updating everything fixed the issue.

A windows update changed the battery useage options, so if your laptop is unpluged that might be the problem.

How is starting the game in DX9 gonna help him start the game with his GPU instead of the onboard graphics ? lol.

He needs to go in his AMD control panel and make sure that he is using his GPU instead of the onboard one.

He can even go in the BIOS and turn it off completly there.

Impossible.

Your AMD control panel should open if you installed your drivers correctly.

If you turn off the integrated graphics processing unit to off in the bios it should start with your GPU UNLESS your GPU is not correctly installed in your computer.

It does sounds like your computer doesnt even see your Radeon R9M275X.

What is your computer anyway ? Laptop ? What is the specs ?

I would try a full system driver update using Driver Pack Solutions, but only install the drivers and not the software updates.
