With smaller maps game only takes like 6 gigs of RAM.
Laptop 1650 is not great but on lower settings it should be fine.
I started on a cpu slightly worse than that, a $500 laptop, and couldnt even spray the AK in the old PVP spray patterns because of video lag but I loved the game so much I just played on quieter servers or pve type servers and slowly upgraded a few times to where I can play anywhere now and run at 70+fps.
But you are at the bare minimum. Rust is a processor heavy game, thats the thing youd want to upgrade first, that and the RAM. See if you can save up for an i7 and 16GB RAM.
