Game starts lagging hard when mouse is moved
Tl;dr : Game runs fine -> moves mouse -> game lags

Hi everybody, apologies in advance for any obvious mistakes or blunders in my post, this is the first time I'm ever doing this.

I have an issue, that I'm unable to find a solution to. I've played Rust for about 1800 hours on my PC which by far not the best, but it is more than capable of running the game in a quality that is playable (at least to me) on medium settings. Now, what happened is, I stopped playing Rust for about 2 years, and recently I downloaded it again, since I've got some free time nowadays.

Immediately I noticed that the game takes an awfully long time to start up, but I think that is just the classic Rust being Rust. After that I'm greeted with the random background video, which is fine.

The graphics settings are the optimized and recommended settings by nVidia GeForce experience, but I manually set the FPS limit to 60, since I have a 60Hz monitor which I'm more than happy with. Everything's fine, FPS at 60 in the menu. And I proceed to join a server.

The issue is, that whenever I move my mouse, the FPS dramatically drops to 25, then 15 and finally 5.
When I stop doing it, the counter goes back up to 60 almost instantly and the video in the background stops stuttering.

Once again, I thought it's just Rust being Rust, I somehow managed to join a server after waiting another painfully long time.
Upon waking up the first time, everything is fine, 60 fps, graphics good enough to play the game, no stuttering. Once again, when I move my mouse, everything that I described above started happening.

After this demoralizing realization, I began troubleshooting the problem. Reddit browsing, Google's 3rd page, OpenAI, Bing Copilot, etc.
Things I've tried that yielded no results:
-Launching the game as an Administrator
-Setting my mouse's refresh rate to 500 and even 125 (from 1000)
-Verifying the game's files
-Restarting the PC (several times)
-Reinstalling the game
-Reinstalling Steam
-Updating Windows 10
-Updating GeForce experience
-Updating graphics drivers
-Cleaning the PC from dust
-Plugging in another monitor, keyboard and mouse
-Lowering the graphics settings further to a point where I was able to count the pixels of every asset

As I've mentioned, none of the above helped one bit. Same issue after every time.

Other games (Dota2, CS2, GTA V, etc) run fine.
