If facepunch release a patch it can and does break the mod so the mod needs to constantly be patched and in a timely manner
Nobody wants their server down because a mod doesn't work
It also depends on their complexity these mods aren't something that is slapped together in 2 minutes some people have spent quite a bit of time invested in their work
You cant expect regular updates and the work for free forever
So these mods are worth their money and not all these sites are as dodgy as you think

You are paying for their work
these programmers are not cowboys ready to rip you off they take pride in their work and should be paid fairly for a days work even if that means constant updates to maintain their mod

Notice all the downloads for his free ones so a little compensation for some paid ones that are great pieces of work is bugger all
The same could be said for paying for custom maps
None of those seem to be for PVE content. Though I think your more trying to make a point.
Mods should never be behind a pay wall, I say that as someone that put 3 years of coding into a free android app because I got annoyed with the same type of app always being behind paywalls. I say that as someone that spent months learning c# and then writing guides, helping out on an open source game engine and coding features for a friends server. I say that as someone who has modded other games and would never put mods behind a paywall.
Donations are the way to go with mods, I have donated a lot of money to mod devs over the years, less so as my budget got less and less, but still significant amounts.
The argument of "You are paying for their work" is not a sound one when it comes to mods, and loses all connection with reality when one mod can cost more than the game! I really thought those were scam sites and i have no idea how someone can sit there and justify it.
I wish I had the free time to learn how to mod this game myself, I would not be releasing crippled free demo versions of paid mods thats for sure.
Rust is looking like a cautionary tale of what happens when people get greedy and others enable it. I cant believe some of these mods are so insanely priced.
The other downside to paywalled mods is they are always closed source code and the devs have a vested interest in not helping people learn how to do similar things. It becomes a bit of a toxic situation. This was something i noticed with the Zircon files, the game was open source but server admins were not sharing how to create things, how to code for it, So I learned and did step by step guides lol (I even got hate mail telling me to stop, not kidding).
Think i will put Rust on my "to learn to code when I have the time pile"
Some of the mods seems to be part time job or fulltime job for some. And the mods are used by servers with alot of players, who also makes money from players VIP and the more extreme pay2wins like jump servers (buy raid kits for 50€).
For a group of friends, sure use free stuff.
But with hundreds of people dedicating their time(way more valuable than money) on your server, you better keep it online and working.

Are you talking about the paid mods for those that were thankfully an utter flop? I mean you can fully compare them to my situation. I am not planning to run a server for profit, I am planing to run a server for me and mate or two (max 4 likely 2).
If servers are making a profit then yeah i get charging them for access to the mods (hell even unity and unreal have terms that its only free if your not making a lot of money.
But to charge new game prices for mods that is as the other chap said, greed.
