but only VAC bans can do that?? how does EAC lock my items? and i saw in another discussion that there is a 7 day cooldown (also it was on a local server and i have no intentions of cheating in rust

You are permanently banned forever from the game, even if you emailed them they will not help you and here's why:

You used cheats and EASY ANTICHEAT detected them and banned you, even if the server was a local one, your own fault because you didn't ask before hand and you got banned because the system detected cheats and doesn't matter if you were gonna use them or not in multiplayer...

You can email them if you want but I've seen plenty of people like you never got unbanned, you could say that it was unjustified but in my opinion you got banned because you thought you were gonna be okay and you didn't ask, again, your fault for not thinking first, there's no 7 days cooldown

That's a permanent ban for cheating that will follow you. When you get game banned you cannot trade or sell your items
