Sometimes its the server lagging, and thats natural in an online video game with hundreds of people all doing things that demand resources.
I noticed youre playing on a server called |US| AP GAMING | 3x | No BPs | Monthly
My guess, is they arent using top of the line hardware and are probably renting a shared server slot from a hosting company for $20/month.
The admin did not in fact, change the map size, its the largest map size possible in the game.
Your map size is a 6,000 size map which is MUCH larger than what even the high pop top official servers play on. This is a major concern because with what is likely a cheap rental server, there will definitely be lag just with that even with zero people online.
For example, Rusty Moose right now has 4500 size maps and same with Rustoria, the top 2 servers right now in terms of pop and biggest server networks in the game.
I also noticed the map your on has 250,000 entities on it. What the hell? Youre the only person online on the server right now and its an extremely low pop server overall and it has quarter million entities? Thats wild. Thats the amount of entities youd expect on a medium pop server toward the end, or a top 10 official server halfway through wipe.
My guess is you should just stop playing on zero pop servers hosted on cheap servers and find a good server network that uses quality hardware. And for the 250,000 entities? I have no idea whats going on on that server, maybe because its heavily modded people are building giant structures, but that appears to be a large part of the issue as well.
I havent experienced anything like this other than some wipe day lag. Forced wipe always attracts more people so it tends to be the laggiest week of the month no matter where you are.
I used to play on servers like the one youre on just to build in peace and chill, and have noticed thats not real Rust and so any issues you have on there arent necessarily Rust issues. Having no BPs is also why people are building so many entities since they dont have to scrap farm for BPs, making progression faster.
Anyway, if you see a bug, definitely report it using f7. Theres a bug reporting option.
Yes pretty much everyone is dealing with mad rubber banding...except those smart enough to skip this update & wipe entirely xD
FP are notorious for bad updates and taking forever to fix them...every time they do something "big" or add their own weapons skins (that always glitch into infinite sulfur like the frost ak and chinese rocket launcher) it is recommended to not play Rust for at least 2 months xD

it's something server side, I've heard that some server owners have figured out how to mitigate it but can't confirm it.
To piggyback off what a comment said above, alot of server owners rent ♥♥♥♥♥♥ servers and then run their ♥♥♥♥ configs on them. And guess what, they run like ♥♥♥♥. Even on a good day. New issues from forced wipe only make that worse.
The rubberbanding has been terrible this wipe.

Also mentioned in the patch notes:
"There is a new checkbox below "Use Cache" called "Estimate Ping"[ibb.co]. We will enable this by default in the future once we confirm the estimated values are more accurate than the existing ones".
Pinging the servers shouldn't be causing that much rubber banding...it`s seems slow sometimes and conflicts with the cache option tho
Again, I'm sorry for hijacking the OP's thread.
Facepunch tried to make Rust smarter about ping, but all it did was cause ping issues for players and servers across the board. Yet another broken update "feature" that was hastily added, just like "Global Rendering" (which remains broken after it was immediately disabled by Facepunch the week after it was released, broken for nearly a year ago since).
F1 is limited what it shows. Refer to posts on this subject. Its pretty useless.
EDIT: The find ping thing that COLDBLACKICE suggested worked for me.
After trying for months to find a solution, it is finaly done... The dragon has been put to sleep again.
