Getting the skins is also optional to the ones you want.
But like for example the pie skin.
Why couldn't it say "pie" instead of "shadowfrax pie"

It's just a promotional thing, a good number of skins 'dont fit the theme of rust' but people love them. When you look at the item, it does not say either - it says GARAGE DOOR. You can get the skins you want, or not get the skins you dislike. No ones forcing you to get these twitch drops, and if you don't like the streamer, you shouldn't care regardless of getting the item or not.
you have no say in the matter, its the devs choice.
also, imagine putting TTV in your profile name, then complaining about other twitch streamers getting skins with their names on it.
