Like BlueFish said, I think your best bet is a PVE server with PVP zones. Those are completely safe to build on and do whatever you wish without fear of destroyed bases. But, no killing on sight because only certain map areas (usually marked with a green dome / circle) have PVP damage enabled. Prevents door camping and everything, but, you can't just kill anyone anywhere in the map.
Hard to find a balance because the main attraction in Rust is either pure PVP or pure PVE for creative building. You could always start your own server and mod it to how you like, but getting it populated would not be an easy task. Hope you find what you're looking for either way.
