refreshing server list at the start menu ALWAYS causes my whole internet connection down
why is it happening? why does it take so many bandwith?

Go into your Steam settings, switch to the "In-Game" tab, and reduce "Server Browser Pings / Minute".

I'm getting this issue as well only as of this update, it's never happened before and I never touched that setting. Servers show up with a displayed ping value in the thousands.
