Just kidding. I did a number of things and they all didn't work until after a restart but one of them did so have fun finding out which one did.

Of course start with deleting the folders related to EAC and verifying the files to get them back. (I think that this failed so I restored them out of the trash after verifying it didn't work but maybe that some how solved it? IDK)

I tried running the EAC EOS as admin (I don't think this worked either but)

I put in a .bat file in the EAC folder saying
EasyAntiCheat_EOS_Setup.exe install a4a57ff548934dbeba0cc7c62cdf9f34
Idk if this worked either but a anime girl playing VR chat said it would help but I think I did this wrong anyways cause I couldn't find the proper string of n&l in the logs.

But also as a why not I also opened up windows services (the app called services just type that in the windows bar) and set EAC to automatic instead of manual.
I think that this was the fix but I'm not sure.

I also ran

Dism /Online /Cleanup-Image /RestoreHealth
