open the ports on router and give server computer a static ip on the router

Does your internet connection have a dedicated/static ip address or is it CGNAT?
Did you set permanent ip addresses in the router/modem for the server?
Are you using a rust server tool?
did you set a permanent/dedicated address for the server in the router/modem?
ipconfig will clarify this
The address you need to use is the one the modem router gives you not the network provider
ipaddress:port 191.158.1.55:28017
