Rust Server Hosting
I want to host a private server between roughly 10 people, on a small to medium world.
I've got an i5-9400k, 8gb of ram, and a GTX 1060, is that enough to keep a server up and stable spec wise? And yes, my internet speed is good, I shouldn't have issues there.

The map size doesn't matter so much as the Asset count, the OS consumes 3.5GB-4GB by itself, so you have 4GB usable.

I'm running client and server right now, and I average 17.5GBs total ram usage.

Should be good enough for maybe up to 30 players. However another important factor is your internet connection. You pretty much need 300kb to 600kb per second BOTH upload AND download per player. So for 10 players you'd need to expect the server to be using at least 3 to 6 MB per second up and down just for player connections alone. If 10 players if your plan I doubt you'll have any issues as only the cheap POSes would have internet that bad in this day and age.

I get 70 mb/s download/upload speeds with connection testers on google, so I should be good on that front.

Not sure how much I have to offer here, but I'm running my own server locally on the same PC I actually play Rust on. I haven't set up any port forwarding in my modem, as my internet speeds aren't the greatest, but it runs fine for me even with other software running as well.

My PC is:
AMD FX8320 (4GHz octo-core, but old)
Antec liquid cooler
16GB DDR3 1866MHz RAM
Intel 730 series SSD (with OS, Rust, and Server installed)
Asus GTX 1060

When the server is running empty, it reports about "203 FPS" (in bottom right corner of server window). That drops to about "195 FPS" as soon as I log in with Rust client.

In the client, I'm getting a pretty stable 50+ FPS. It rarely dips into the 40's, but it happens.

I'm not sure how well my machine would fare if I opened my modem up to allow others to play, but based on the above replies, I'd say my internet connection would be my first bottleneck.

I guess the only thing you've got to lose by trying is the time. I'd say give it a shot. Keep an eye on your temps, though.
