So how do community market items work?

I am curious how the cash shop community market items work.

For example, if I buy a black hoodie item off the market and then craft one in game do I have an option to apply the skin? Does the skin get consumed when I make the item so I have to buy one every time I make a hoodie? If I give my crafted hoodie to someone else, do they have my skin on it, or does it revert to their selected skin?

How do I get these skins other than buying them off the market?

The skin is forver, you get the option to skin the item when you craft it in game.
