I'd go for the semi auto rifle too, sure it's low damage compared to the python but it can hold 16 rounds which is more than enough to make up for it (compared to the python 6 rounds capacity) + it's long range + barely noticeable recoil (the python kicks).

Conclusion:
The Python is cheaper to mass produce and is more expendable compared to the semi-auto rifle, carrying 2 or more fully loaded python in a belt for close quarter combat is advised as this allows you to switch over to the fully loaded one instead of reloading.. Thus the python is great for scavenging run or self defense in CQC situations.
However the Semi-automatic rifle is more of an all purpose weapon except it's not that expendable.. :|
