Dougerous, Talin2288 and AMFreightDog, let me explain a few things to bring this into better perspective so you can better understand why things are how they are today with Rust.
Problems like this and similar are very common for Rust and have been for years now. Rust is also an alpha game. The developer didn't openly admit on the Rust store page on Steam that Rust is incomplete and to be considered alpha, but they stated off of Steam that Rust should be considered an alpha game that left prototyping (both of which are the exact same thing), upon release from Early Access as a complete retail game. Rust is nowhere even close to completion at all and has several years left to be completed (see roadmap[rust.facepunch.com]). Rust hasn't even hit a beta stage of development yet. It's all been alpha other than the very, very few people who test on the Rust Staging Branch. About eleven people a month go onto the Rust Staging Branch which is not even close to being enough people to thoroughly test features or patches before they hit production servers. Everything is stuffed through the cracks with this game's development and has been this way for years. It shows.
You've basically bought into an incomplete and broken game just like the many other Early Access games with developers out there who can't be bothered to finish their games properly or on time and properly. Many Early Access titles have pulled this very same stunt and Valve is doing nothing constructive about it all other than side stepping and ignoring issues on Steam. Sometimes they put a band-aid on a situation or problem, but other than that, that's about as far as anything ever seems to go.
Hell, you want a fantastic example of this company? Go take a look at the CHUNKS store page. Read the developer description and then look at the release date.The game is still not complete and sits in limbo years later. Facewound met the same fate. Broken mechanics, half baked, unstable and even worse, it's a demo because they didn't even bother to complete the game at all. They started working on that 2D side scroller in 2003 and finally canned it in 2008 cause 2D side scrollers at that time were games out of time. Many others were never finished properly either including Garry's Mod being the bug infested train wreck that it is. Ruin was canned because it basically rinse and repeated Rust and used RakNet which would bring the same problems from Rust into Ruin.
Suffice it to say, the list of negatives is extensive and highly outweighs the positives when it comes to this company's development of Rust and the company itself.
My advice to you is to study up on developers and publishers before you buy into games that may possibly be broken. Steam is a platform that hosts games Valve genuinely doesn't care about other than the fact they are on the platform making them money. Many developers are pulling away from Valve and leaving Steam for these and other various reasons. They don't want that sort of reputation being associated to their games, they're sick of losing a ton of money to Valve as a game distribution platform and this is largely why we are seeing more and more game distribution platforms pop up all over the place.
Anyway, good luck fixing your problem. You can try what Big said, but from what I recall that doesn't help. This is a recurring problem that's been around for years (since 2013-present). This has happened to me too in past more than once and the only way I could fix it was to exit the game as you did, to work around the problem.

its not that rust is a bad game, its just not optimized to the level that anyone can run it and those people who can run it end up refunding it either because they end up getting killed over and over again or end up joining a hacker on every other server they join, which really annoys me because 10% of this community is really nice and really helpful people, its a shame to see it die out from the last few years
It's just unfortunate. Even after about three years of me taking a back seat with this game and company, I have seen no substantial improvements and this is a company that's been around since 2004.
i honestly had hopes for this company to do better when I had returned to them giving them another chance with Rust, but sadly fifteen years of business hasn't taught this company very much when it comes to excelling and doing better. Facepunch Studios started as a cash grab company and they still are a cash grabber in 2019. Way too many developers now are on this cash grabbing bandwagon and it's damaging the industry in huge ways. It shows too just how bad things are getting when you take a look at the trends in stocks, shares and all the events going on this past year alone with even the major corporate developers.
The video gaming industry is honestly in a bad place in 2019 as a whole and developers like this just stack on top of those problems by creating half baked games, mislabelling their communities, flat out lying to them, blatantly calling them names and the list goes on. it's too extensive to list every problem. I'm sure you get the idea though.
