Here is your answer. It's not rust.
Either your router is having trouble with a particular port that rust uses, or your ISP or hardware has issues somewhere.
There is no use in posting any of this on a rust forum because most of your responders think they are the smartest people in the world on any Rust subject and will always say, its you and not Rust. They are bootlickers. Just try to figure it out on your own but, I can tell you, its just Rust, has always been.
Edit: nop, still not fixed, it just took a bit longer to come back.. ping was normal at first and then suddenly got "locked" at over 130...
