FPS locked at 64 and game feels really laggy

Ryzen 3600 - 4.2Ghz OC
Gtx 1060 6gb
16gb 3k ram

I used to play rust a year ago and had like 100+ fps,I installed it again and its locked to 64 fps and it feels SOOOOOOO LAGGY like i have 5 fps literally. I tried changing all settings,from max to low,i tried different resolutions,literally nothing. I have it installed on a SX8200 NVMe drive aswell
Any ideas? fps.limit was 100,changed to 144 then changed to -1 nothing happened

if you have Geforce Experience installed, make sure it didn't auto apply "optimized" settings for said game.

set game profile in nvidia settings to power mode : high performance

make sure windows power profile isn't on energy saver (I keep mine on performance)

double check your clock speeds for CPU, GPU, memory, Vram. make sure they are ramping up to their proper speeds, check for memory leaks, etc. via MSI Afterburner / CPU-Z

I tried with and without geforce experience overlay. I didn't touch any settings on it anyway. I basically tried puttin all settings on max/lowest and it was the same regardless. I managed to fix "fps lock" when i'm like on a normal server.. but when I join the server i want to play i have like 90 fps and if I start moving my MOUSE my fps drops back down to 64 LOCKED.. I'm beyond confused on what the hell is actually happening.
I play multiple other games,i have 0 issues whatsoever.
Also to note,when I'm just MOVING with WASD my fps stays 90,as soon as I start moving my mouse,gone back to 64.

I did put power mode to high perf,first thing I do when installing drivers.
I checked cpu,gpu,vram even have a standby cleaner and all buy GPU utilization LOOKED fine. Gpu utilization tends to drop from like 50-60% to 14-18% and I assume that's when the fps lock kicks in or smth?

yes i did before the artic update everything was normal i had like 90-100 fps but after the artic update fps just locked on 64

Depending on the server you play, some servers don't deal with the FPS until it's fully reported.

yea might be server side. Rustafied US - Small with 80 something on, 36 hour old map. performance was more or less the same. which server are you playing on ?

It makes sense then. I used to play Rust and had no issues whatsoever and now all of a sudden..

This seems to be true aswell,i went to some random server and it worked fine but on one I wanted to play on I get 64 fps locked yet my friend has 90-100.. I'm confused even more

same problem here feels like motionblurry and hella imputlag and the shown fps of 62 feels like 40 normally i got like 150 before that update
