Any game will use as much GPU power as the engine needs and no more.
Just like how you don't use your full strength to lift a feather from the ground, because you don't need to, even if you had the strength to lift a heavy rock.
An old card with a new game will be used 100%.
While a new more powerful card would be able to achieve the same with less usage.
