If it's the latter:
Did you uninstall old drivers from your 2080? Also try updating to the newest drivers.
If this doesn't work then another solution would be a windows reinstall.
I had a similar problem. My 1060 6GB was a bit worse than my old 660. I tried reinstalling drivers dozens of times, eventually I reinstalled windows and boom, everything works smoothly now with full performance. You don't even need to make a fully clean install and wiping all of your drives, just windows alone will do.
If it's the former, then I have no idea.
is your cpu overheating and throttling?
have you tried increasing resolution?
are you on a high pop server?
are you settings just unoptimised eg draw distance, shadows and decals?
Hey cpu never overheats or throttles.
Tried on multiple servers as thought that might of been the issue.
And had them all optimised but do need to re do this as I set everything back to default to check if that's it. If you have a settings vid you'd recommend willing to try it.

maybe check if you need to optimise your ssd through disk defragmentation
what about your graphics card? i heard that 3090s can overheat quite easily.
If you don't want to kill your SSD before its lifetime ends you should never defragment an SSD drive. It doesn't need this, and doesn't benefit from this since all files are stored on the software rather than physical parts like the HDDs. Due to this, SSDs can access any files almost instantly, meanwhile a HDD will take much longer if files are spread on different sectors around the platter. It needs to spin more and more to read all the files.
