WinDivert is legitimate software. The developers of SCUM are simply crappy developers who are causing the spread of FUD about legitimate, open source software.

I was able to figure out how to fix the issue. I had to open the command prompt (in administrative mode) and type the following command:
sc stop WinDivert1.2

this stopped the program from running and allowed me to reenter the game. Thanks for your help everyone!
