Good server to build a village/town?

I'm want to build a town/village in rust, with laws and shops. Where anyone can live. Everyone will have a job that they can do for the town. We will have police, miners, farmers etc.
I'm looking for a server that:

* Doesn't wipe often

* Has an OK amount of players (not a lot, not too few)

* Isn't too crazy (no x1000 etc.)

I have two friends who want to join. If I can find a server that would work for this then I will let anyone join. (As long as you don't break the laws)

Surely you could do this small scale on most PVE servers? Not sure the three of you could maintain everything with the upkeep system but i spoke to someone recently with a similar idea. Also it is nice to help out new players with a base which i try to do and this is something i have been looking into recently. Feel free to add me and chat more :)

Try RustFactions https://www.reddit.com/r/rustfactions/ it's the best RP server in Rust atm. You don't need to be a role player to play on it although you're not allowed kill on sight. It's used for the type of thing you want to do and the upkeep costs are next to nothing compared to vanilla.
