How do i make Steam Kits?!??!?!?!

I see them on almost every modded server. Yet there isn't a single tutorial anywhere on youtube OR google. Anything i found even remotely relevant was for an older version of the game or they were using an outdated/different plugin with a different UI/command all that ♥♥♥♥.

I have managed to get normal kits working fine but i cant find a working plugin for linking a steam group to my server. Only one i found didn't tell me anything when i used commands so i had no clue if i was doing it right or wrong. No errors and nothing to say it worked. And console didn't tell me either. Does anyone know WTF im actually supposed to be doing. Cuz the only person who would tell me wants £30 like hes the BBC or something.
