The user might even be within a range of VPN use. I've blacklisted entire IP Ranges which are for VPN use to prevent forum flooding, mass-trolling and bots. It removes almost 100% of unwelcome traffic and there could potentially, but unlikely, be an actual user within the banned range.
For context, I have a small local ISP, which is important.
It seems like two of the main VPN blocking Rust server mods you might use would be VPN Block or Server Armour. VPN Block uses iphub.info and ipstack.com, while Server Armour uses proxycheck.io.
I assume that the servers I was getting kicked from were using IPHub.info because that's the only service out of those three that lists my IP address as a Proxy/Hosting Provider. Their API has three levels of "safeness" for IPs, 0, 1, and 2. My IP address gets flagged as 1, "Non-residential IP (hosting provider, proxy, etc.)". It is properly flagging my address properly as a business address, but also lumps it in as a hosting provider/proxy, because they use an incredibly ambiguous system that doesn't provide enough info; instead they provide a simple number.
To verify this, using a different site like ProxyCheck.io correctly identifies the address as a business line, but doesn't flag it as a proxy. The third site, IPStack.com, doesn't list whether or not it's a business line, but does correctly identify it as not being a proxy (I am aware that proxies and VPNs are different).
It being a business IP address makes sense because the local ISP most likely uses something like a dedicated fiber line, and is flagged as non-residential as it's for a small scale ISP business. They probably have a block of IP addresses allocated, and they're probably all flagged as business. They simply delegate appropriate bandwidth and addresses to their customers.
I haven't had this confirmed by the admins, but this is the most likely scenario that could cause this, as far as I can tell.
reason why most servers dont allow vpn is most people who use vpns do so to avert game bans or server bans
there isnt really any added security to gaming chances are its just adding latency for you
try contacting your ISP and asking for a new ip
the ip i can see for you personally (im a admin on a several servers)
flags up in sweden as a vpn so contact isp
im more then sure tho swedish isps dont set their ip and simply restarting your router will get you a new ip
