Miner hat, scarf, snow jacket, pants, wood leggings, tatical gloves and boots.
Switch out the helmet if you need to do combat as you will get domed in a miner hat.

This gear set is cheap, best cold and radiation protection combo you can get with simular armor to a rad suit.

If combat heavy use this:
Metal faceplate, Jacket, hoody, pants, wood leggings, tatical gloves and boots.
This will give you 28+ Rad protection
Enough to do military tunnel and enough warmth to not freeze at night.

If fresh wipe or spawn random on a beach nowhere near base you can do this too:
Boonie hat, scarf, hide poncho, burlap shirt, burlap pants, cloth hand wraps and shoes.
This all takes no blue prints or work bench - only cloth and a little leather.
It's enough rad to do the small rad locations on roads and you wont freeze at night.

But has next to zero combat protection.

Wolf Headdress, Bandana, Jacket, Long Sleeve T-shirt, Tactical Gloves, Pants, Boots (59% Cold Protection). When the Easter update comes out it brings Bunny Ears which give slightly more cold protection than the Wolf Headdress so during that period it would be Bunny Ears, Bandana, Jacket, Long Sleeve T-shirt, Tactical Gloves, Pants, Boots (60% Cold Protection). :campfire:
