How to open weapon barrel?

You have to be in-game, press ESC(not needed if you are in main menu), go to inventory and you can find barrel there. Click on weapon barrel and you will be able to open it

Yep, in game. Also, you can find each of the item 'bags' and 'barrels' for the rare loot. They're worth a lot, and sometimes give trash (♥♥♥♥♥♥♥ ninja slippers) but they're good when you find them.
