Are you using a controller?
Do you have other programs open?
Is your computer set to high performance over power saving?

I have a controller plugged in, but not using it
No I have no other programs open besides steam

If you're not using the controller then that isn't it.
You might not have any other programs open but check your CPU usage in task manager anyway.
Go to control panel > Hardware and Sound > Power Options. Choose high performance. I used to get 25-35 fps with stutters on near max settings, after changing to hgih performance from power saving it removed all stutters and I was getting 60-80 fps. Hopefully it helps you too.

Also let me know how much ram you have.

It's on balanced setting, if I do turn it on to high performance, will it heat up my PC? I already have a god awful cooling system with a GTX 1080 that heats up my room like a furnace

I have 8 gigs of ram

I have 8 gigs of ram
Your card would have a safe limit on its temperature. When it reaches that limit it'll throttle the performance and speed up its fans to keep it at that tempeature. It will likely run at the max temperature it can and have its fans on pretty high though. You can use MSI Afterburner to lower the max temperature your card is allowed to be at, but don't make it higher. You don't need to worry though, even the default max temperature is safe for the card to be at for periods of time, otherwise the manufacterers would have made it lower.

8gb of ram is kinda average or below these days. Windows itself uses up like 2gb, so that leaves only 6 for Rust, with no other programs open. You should open task manager, play Rust until it starts stuttering and then check your ram usage. If it's at 100%, you don't have enough.

Yeah, I think it's my ram, I remember multiple times when I was having really bad stuttering and freezing I checked task manager and it said 100%, this occurs on other games too, but I do have a really crappy $50 AMD processor, does that have to do with anything?

It's not terrible but it definitely isn't something most people would pair with a gtx 1080. Personally I'd upgrade to 12gb of ram and then 16 if 12 isn't enough, so long as your motherboard supports that number of sticks, and upgrade the processor to at least an i5 7500. I don't know if that would be too expensive for you though but it sounds like right now, it's the ram that needs attention first, so I'd do that if I had to do go one at a time.

what resolution you running in 1080p or 1440? if 1080p then your cpu is most likely bottlenecking your gfx

What's the best brand to get for RAM? Something affordable, yet not some chinese knockoff that'll make things worse

hey so I have a gtx 1060 3gb and an i5 7400 and i get lag spikes anf fps drops. any solutions??
