Why no official solo servers?
Community servers are too unreliable. Admin abuse or no admin at all, not updating for days at a time, lack of numbers etc etc etc
Seems though that the only choice, if you want to play on a solo server that will stick to it's advertised rules, is to start one yourself. Not my idea of fun tbh.

Does every official server have to be basically full of massive clans?

There needs to be more variety to accomodate those who fancy a change, but don't want to waste their time on privately run servers which change their name/rules so fast it's just not worth it.

same as the rest i guess. no more than 1 person per TC. No grouping etc

There's plenty of community servers that offer a wide variety of schedules and rules.

Yes there are. But they are free to change their rules at any time, without notice. Fair enough, their server.

All I ask is that facepunch provide a larger variety of servers themselves. Sometimes I want to play on a max pop zerg filled server. This month I wanted to play a whole month wipe on a solo server, but this was ruined when after 2 weeks of heavy grind, the server owner failed(for whatever reason) to update his server for 4 days and counting.

I didn't complain the first 10 or so times this kind of thing happened. This time though, I thought I'd suggest a potential solution for any other players who've had similar experiences.
