You can only use DirectX 11 if your video chipset supports it. For information on installing the latest version of DirectX, visit https://support.microsoft.com/en-ca/help/179113/how-to-install-the-latest-version-of-directx

If it's not an option when you launch the game your card isn't capable or you don't have it installed

I checked DxDiag and it says I have directx version 11. So I don't know why I it doesn't show up.

What is the brand and model of your video? The chipset is a set of integrated circuits on a motherboard or peripheral card.

Ok that's the entire computer brand and model. Do you know if your system has a video card inside it or is everything running off the motherboard right now? You could always download a program like Speccy to get all your system information.

Here is your owner's manual for your computer: http://downloads.dell.com/Manuals/all-products/esuprt_desktop/esuprt_xps_desktop/xps-8500_reference%20guide_en-us.pdf
Here is where you can download Speccy: http://filehippo.com/download_speccy/download/c127e1ed0e1f173f2730556616de997f/

After you install Speccy, open it up and check the display properties and put here the video hardware it shows you're using. By defailt according to your computer's owner manual, the stock motherboard has an Intel HD graphics chipset. So, we need to know if your'e using the onboard video chipset or a dedicated video peripheral.

Ok your video is DirectX compatible so just choosing 'Play Rust' from the startup dialog should use DirectX 11 by default unless you explicitly choose 'Rust DirectX 9'.
