I had the same problem, check your firewall rules.

Yep, check the rights of Rust. I use non-Windows firewall, but it's the same. If in Rust server list is empty, mostly that means the game can't send a request and receive an answer, so something's blocking it

can be your anti-virus yes, also can be caused by refreshing server pages to much in which case you have to wait.

I've fixed this problem with downloading ''Complete Internet Repair 5'' , after you download it choose ''Reset Internet Protocols, Repair Winsock, Repair SSL, Reset Proxy Server Config, and Repair Windows'' then click go and when its done reset your pc and it will fix

Just in case anyone in 2021 needs an answer for this:
I was using a VPN, as soon as I turned it off and refreshed the server list all the servers loaded in as normal.
Hope this helps someone!

Had the same issue when Norton AV took over from Bullgaurd AV. Spoke with tech help from Norton and they advised deleting their AV. Instant fix so never installed it again and cancelled subscription. Same with my wife's computer. So looks like a firewall issue and may be the same with other antivirus programs also.

Norton is notorious for blocking games and apps in general for any and or no reason at all imo.

No reason to use third party virus scans anymore. The one that comes with windows is good enough. The others are just waste of resources and cause problems.

Anywho your problem could be caused by poor internet connection either low speeds or unstable packets or both. Cheap and/or bad internet doesn't like Rust.
